Leaderboard for city and location radius

Would be nice to have leaderboards for cities and for radius around current location (10km, 50km, 100km, etc). Might make it more of an attainable goal to be one of the best in one of those, compared to the global.

This feature gives leaderboards a "League" system, where users can climb into the big leagues. Example leagues would be: "Bronze", "Silver", "Gold", "Immortal", etc.
